Identification Systems Group, a network of dealers in identification and card personalization systems, has unveiled the MOCA (Multi-application Open Card Architecture) Card. The MOCA Card was developed in coordination with two key ISG partners, XceedID and CPI Card Group.

The 13.56 MHz contactless smart card is can handle multiple applications with its open architecture. Multiple applications are available with the MOCA card, including access control, biometric security, tracking applications and logical security applications.

Identification Systems Group offers the ability to integrate MOCA during your ID issuance process, allowing for a single point of enrollment and card issuance. The MOCA CardTrax program guarantees each card carries a unique access control number.

The credentials can be read by XceedID’s line of multi-technology access control readers. These readers operate on both 125 KHz Proximity and 13.56 MHz Contactless technologies. Multi-technology readers enable traditional proximity card users to migrate to MOCA cards over time.”

Julio Garcia, Hugo Garcia, and Steve Benitez, of RockWest Technology Group displayed great forward-thinking in 2000 when they determined that Los Angeles County and USC could greatly increase patient safety and decrease patient wait times by upgrading their CR50 card .024 to a CR80 .30 card. The overall cost of this upgrade was calculated at .01 cents per card. At the time, this cost was not supported, so RockWest continued to supply USC with new DCG 275/295 CR50 Embossers.
Later that same year, the Institute of Medicine published their reports on patient safety. These reports suggested that it was time to improve patient safety by adding two patient identifiers, neither of which could be limited to the patient’s name or room number. Although many other medical centers had implemented bar coding to meet this criteria, USC could not justify the expenditure of an additional blaster printer to their existing DCG embosser.
In 2005, Los Angeles County got the approval to build a brand new medical center. With the closing of many of the county’s medical centers, the additional flow of uninsured patients was creating huge patient wait times, and this was adversely affecting USC’s JCAHO and Patient Satisfaction surveys. Receiving overall poor scores on either one of these surveys could result in a reduced reimbursement for USC from federally-funded payers, such as Medicare and Medicaid.
Patient safety was still a major concern and at that time, and the number of patients they saw daily doubled. USC’s bed days per $1000 increased as did the average length of stay. All of these factors combined and resulted in no reimbursement value for USC from any additional days stay or medication and services provided during these days. This lack of reimbursement value directly effected USC’s bottom line and resulted in a huge loss of revenue.
On April 2nd, 2008, Julio Garcia visited USC equipped with several CR80 cards that had been embossed, encoded and topped with silver. The concept cards were met with high accolades and over the next two months, Julio Garcia and USC hammered out the details. After eight years, Los Angeles County finally has the security solution Julio, Hugo and Steve had envisioned in 2000.

RockWest Technology Group announces successful event support of Broomfield Police Department and North Metro Fire Rescue District first responders at the State Republican Convention, held in Broomfield, CO on May 31, 2008.

The Broomfield Police and North Metro Fire Rescue District considered the event a NIMS Type 3 incident. A mandatory requirement was that responders and equipment resources be accounted for using standards developed under the Incident Command System (ICS). RockWest Technology Group team members went on duty starting May 30, 2008 and worked continuously until after the convention providing equipment, service, and support for this project.

Prior to the State Republican Convention, RockWest Technology Group pre-credentialed over 3,000 responders with Salamander Technologies interTRAX barcoded ID’s which allowed each responder to carry his or her qualifications in a portable database printed on the card. This created a secure credential that was read by handheld computers throughout the Convention Center. Radios and other high-end equipment were also bar-coded, assigned to the appropriate responder, and tracked throughout the event.

According to Kent Davies, Emergency Manager for the City and County of Broomfield, “The use of this system during the State Republican Convention significantly formalized and improved on scene accountability. This not only increased responder safety but enhanced response by providing up to date resource status. Replacing manual accountability systems with this computerized system was a great asset for an event of this size.

The Salamander interTRAX system allowed RockWest Technology Group to pre-credential as many people as possible prior to the State Republican Convention, while the rest could be tagged on scene using the incident ID software. Once a responder had a barcoded ID, they could be scanned and tracked as they moved throughout their assignments. Incident Commanders knew who they had on scene, what their qualifications were and how long they had been there with just the click of a mouse.

North Metro Fire Rescue District loaned Broomfield Police Department their accountability system and was able to provide support of their own system in conjunction with the RockWest Technology Group team. This system is being implemented by North Metro Fire Rescue District to manage day-to-day emergency incidents using an electronic Accountability & Credentialing system within an ICS concept of opperations.

RockWest Technology Group announces successful event support of Glendale Fire Department responders at Super Bowl XLII, held in Glendale, AZ on February 3.

The fire department considered the event a NIMS Type 3 incident. A mandatory requirement was that responders and equipment resources be accounted for using standards developed under the Incident Command System (ICS). RockWest Technology Group team members went on duty starting January 30, 2008 and worked continuously until after the game providing equipment, service, and support for this project.

“The combination of Datacard ID systems and Salamander’s tracking application was the perfect solution for the Super Bowl. The Glendale Fire Department needed to know which responders were on scene, what their capabilities were, what equipment had been assigned to them, and where they were posted at all times,” said Steve Benitez, VP of Sales for RockWest Technology Group. “RockWest is proud of the fact we were able to meet the needs of the department by deploying a system that was interoperable with current department NIMS-based standard operating procedures.”

Prior to Super Bowl XLII, RockWest Technology Group pre-credentialed about 350 responders with Salamander Technologies interTRAX barcoded ID’s which allowed each responder to carry his or her qualifications in a portable database printed on the card. This created a secure credential that was read by handheld computers throughout the stadium. Radios and other high-end equipment was also bar-coded, assigned to the appropriate responder, and tracked throughout the event.

“The value of this accountability and credential solution was immediately proven when we put it to use at the 37th Tostitos Fiesta Bowl,” said Assistant Fire Chief Tom Shannon, the department’s overall Super Bowl coordinator. Shannon went on to state, “Not only has the product met our expectations, but the customer service has been extraordinary.”

The Salamander interTRAX system allowed RockWest Technology Group to pre-credential as many people as possible prior to Super Bowl XLII, while the rest could be tagged on scene using the incident ID software. Once a responder had a barcoded ID, they could be scanned and tracked as they moved throughout their assignments. Incident Commanders knew who they had on-scene, what their qualifications were, what equipment they had, and how long they had been there with just the click of a mouse.

Glendale Fire Department took ownership of many of the system components after the event. This will allow the department to manage day-to-day emergency incidents using an electronic Accountability & Credentialing system within an ICS concept of operations.
